Itchy white bumps on vagina?

so latley i've been itching alot down there & just yesterday i decided to look whats going on. and i found these small white bumps the bumps aren't on where the pubes are but like when you open the so called "fish lips" :P sorry im not sure what the name is. I'm a virgin so it can't be a STD? any ideas? ;/
