If a Writ of Habeas Corpus is dismissed With Prejudice in District Court can I apply for a COA?

Can I go through the 5th circuit or to the Supreme Court? I am very legal un-wise and most definitely can't afford an attorney and throughout my experiences have become distrustful of anyone who asks me for money to offer legal advice which is how I came to Not be able to afford an attorney in the first place. Any information or leads would be very helpful. Thank you in advance.
