14 year old boy - will my pubes grow back to normal? when will they grow to normal? when will my penis grow?

i had little blonde hairs above my penis a few weeks ago, so i shaved them because i heared they grow back thicker, darker, and bushier. there the same as they were before, but darker, and there still short. there still un-noticable aswell. will they ever grow to normal now that i shaved them or will they stay how they are now? - if they will grow to normal, how long will that take? - i also have no armpit hair, a 3 inch erect penis, and 2 inch flaccid. when will it grow? my testicles do hang a bit low and i've heared thats the first sign of puberty, but i still have un-noticable pubes and a small penis! so when will it grow? will my pubes go back to normal now that i shaved them? and if they do how long will it take? also, im 4 ft 10, which is very short for my age... just thought i'd include as much information as possible! please answer!!
