Will my pubes grow back to normal?

i'm 13 and i only had little blonde hairs above my penis. i shaved them to see if they'd grow back darker and thicker. they've grown back darker but there still not noticable and there still really short. will they grow thicker and longer when i go further into puberty or will they stay how they are now that i've shaved them?
